On 3rd April 2006, after hearing testimony from Jewish organizations such as the American Jewish Congress, the Zionists Organization of America and others, regarding the state of antisemitism, the American Commission on Civil Rights determined that antisemitism on the campuses was a serious problem. In keeping with this, the Commission recommended that the Department of Education conduct a campaign designed to teach Jewish students that is their right to live without harassment.
