The victim, who is visibly Jewish, was in the car park of a shopping centre in St. Albans and was waiting to pull into a parking space. The perpetrator was leaving the parking space, which the victim was waiting for. He turned to the victim and shouted “what are you waiting for” along with anti-Semitic comments.
